The indictment was announced by United States Attorney for the District of Maryland Rod J. The indictment arose from the efforts of the Maryland Prison Task Force, a group of local, state and federal stakeholders that met regularly for more than two years and generated recommendations to reform prison procedures. The defendants are identified in Attachment A. One defendant was killed in a robbery several hours before the indictment was filed. The indictment was returned on April 2, 2013. Approximately 170 agents and officers assisted in today's arrests and search warrants. The indictment and a detailed affidavit were unsealed today upon the arrests of the defendants and the execution of 15 search warrants.
